Pakistan should declare the War – Emergency inside Pakistan as we have been invaded by our enemies (India – Israel – USA) in cowardly manners, through their supported terrorist organizations like Tehrik e Taliban Pakistan (TTP) , Balochistan Liberation Army (BLA), etc and through corrupt political parties like PPP, ANP, MQM etc. All are Childs of our enemies.
Banned Tehreek-e-Taliban Pakistan took no time in claiming responsibility of the today’s attack in Karachi. And I quote the following verses from Surah Baqrah (6 – 15) for your and my guidance as many of us know that our enemies have installed these TTP terrorists to claim the workout of Blackwater/Xe, to brainwash the innocents of people in FATA and it is well known fact that Non-Muslims are working along with them but being projected as Muslims, even many of them are hafiz-e-Quran; but in reality Jews or Non-Muslims.

Surah Al Baqrah (6-15)

Translation: As for the Disbelievers, Whether thou warn them or thou warn them not it is all one for them; they believe not. (6) Allah hath sealed their hearing and their hearts, and on their eyes there is a covering. Theirs will be an awful doom. (7) And of mankind are some who say: We believe in Allah and the Last Day, when they believe not. (8) They think to beguile Allah and those who believe, and they beguile none save themselves; but they perceive not. (9) In their hearts is a disease, and Allah increaseth their disease. A painful doom is theirs because they lie. (10) And when it is said unto them: Make not mischief in the earth, they say: We are peacemakers only. (11) Beware ! They indeed are the mischief-makers. But they perceive not. (12) And when it is said unto them: believe as the people believe, they say: Shall we believe as the foolish believe? Beware! They indeed are the foolish? But they know not. (13) And when they fall in with those who believe, they say: We believe; but when they go apart to their devils they declare: Lo! we are with you; verily we did but mock. (14) Allah (Himself) doth mock them, leaving them to wander blindly on in their contumacy. (15)


At least 15 people died and more than 100 were injured in a suicide car bomb attack on a police facility in the Pakistani city of Karachi, police said Thursday (Today). Pakistani Taliban spokesman Azam Tariq told that the Taliban carried out the attack, which police say targeted building that housed a Crime Investigation Department facility.

"We will continue such attacks as long as military operations continue against us," Tariq said. Pakistani security forces have been battling the group in the country's tribal region, which borders Afghanistan.

The blast occurred in a high-security area, near government buildings and major hotels, such as the Pearl Continental and the Sheraton. The U.S. consulate is in the general vicinity but was not considered the target. Which is very interested question, why not US Consulate? U.S. State Department spokesman P.J. Crowley said U.S. consulate operations were not affected and officials are not aware of any U.S. casualties

A Pakistani government official told that about five gunmen on foot cleared the way for the suicide car bomber by firing on security personnel manning a security check post.The official said that once the vehicle cleared the check post it raced toward the police facility and rammed into the building.The official, who asked not to be named because he is not authorized to speak to the media, doesn't know the whereabouts of the gunmen. Local TV showed footage of a three- or four-story building with significant damage and ambulances rushing the injured from the scene.

My simple answer is “Blackwater/Xe!!” is only capable to conduct such operations in any country as I’m watching the TV and hearing the statements of locals who were present there that:

“The gunshots which we heard are not of Ak-47 or TT, they have different voices than the typical guns. Than the voice of explosion was heard from very long distance.”


Tehreek-i-Taliban Pakistan (TTP): The most brutal and ruthless terrorist organization in the world today and the most prized asset of RAW. Emerged in 2005, TTP acted as an umbrella organization for many militant groups fighting against the Pakistani state, under the ideology of Takfir. TTP consists of Pakistani, Arab, Uzbek and Afghan nationals. TTP declared the whole of Pakistani nation as infidels on allying with US in war on terror. TTP gets support from US and NATO occupied Afghanistan, mainly from Indian and Afghan secret services.

TTP adopted the slogan of Jihad against US occupation of Afghanistan to get more recruits from Pakistani tribal areas in order to intensify and expand its war against Pakistan. TTP never fired a single bullet on US forces in Afghanistan and its main target is Pakistan, both as state and nation, with a particular focus on Pakistan army and its intelligence organizations. TTP established its foothold in South Waziristan agency in FATA (Federally Administered Tribal Areas) area. Soon it expanded its influence in other agencies of FATA as well. There were several incidents where Pakistani security personnel were beheaded by the cold blooded TTP operatives.

Apart from that, the phenomenon of suicide bombings in Pakistan was introduced by TTP. Thousands of Pakistanis have been killed in these suicide attacks by TTP during the last 5 years. The Pakistan government has declared TTP as a terrorist organization. Pakistan army launched massive military operations against TTP in South Waziristan, where TTP had established its illegal state within the FATA area of Pakistan. TTP leadership is now on the run, as the Pakistan army is busy in search and destroy operations in FATA.

Pakistan and the Pakistani people should stand against the corrupt installed government in Pakistan, against these terrorist organizations such as TTP or BLA or any other. We have to unite or we will be eaten like chickens. !!!!!

Black Souls in Baluchistan !!


I Protest against the Atrocities by Black Souls - So called Sarmachar's of Devils' Free Balochistan.

I’m writing this short post in response to some messages which are being popped up from some “Free Baluchistan” supporting groups and pages in past couple of weeks about abduction & Murded of Balochs from Karachi and other parts of Baluchistan. Like:

“The family of Faiz Muhammad aka Muhammad Shahid and Khan Muhammad Marri Baloch in a press release said that on the night between 6th and 7th November 2010, the security force raided their house in Metrowell area of Karachi. The Sindh Ranger Police and other Intelligence agencies personnel came in several dozen vehicles and searched the whole house entire night. Besides harassing women and children and violating the sanctity of the houses they have abducted Faiz Muhammad aka Shahid and Khan Muhammad Marri Baloch. Both of them are reportedly are livestock traders and innocent.”

Let me reply back to them that; criminals also have families and they reside in such area that if a raid to capture them is being conducted their family members or other women and children can provide them human shield for escape or protest. As being raids upon the Black Souls or So-Called Sarmachars of “Azad Baluchistan” are being under pressure, their supporters from outside Pakistan and inside Pakistan have stopped the proudly announcements of target killings of innocent settlers or even balochs but have adopted another way to misguide general people that they are being oppressed by projecting criminal under arrests as “abductions” and killing of Target Killers as “Murders”, as for someone who can question that dose 18 year or 17 year old boy is a terrorist, than I can say “YES” because if you brainwash young brains he/she can become a terrorist as a “target killer” or in the ways of Tehrik e Taliban Pakistan; “Suicide Bomber”. So regardless of ages in current edge of time Black Souls are born in Pakistan as well as in Baluchistan by adopting names of “Sarmachar”

There are lots of events happened in last week which are not being published in General News Media and also never being protested by “Sarmachars” of Azad Baluchistan. For example two days ago 45 Buses (which runs for Quetta – Karachi – Quetta route on RCD ROAD) have been looted. Each bus have 40 seats, and in the season of EID all buses were filled with passengers including with their shopping and gifts in luggage. Calculate it 45 x 40 == Around 1800 people were being louted in just 2-3 hours and no voices are being raised in News Media or by Sarmachar’s of Baluchistan who proclaimed that they are the helpers of Oppressed? Why?

If anyone asked to a normal person in Quetta or non baloch area where does it happened? They will simply say in Baloch Area or in joking style “Mama’s Area”. This statement hurts me and any patriotic baloch of Pakistan because of atrocities by BLA-BRP or Blacks Souls (Sarmachars) have done so much damage to the Baloch nation that every common person has now started stereo typing us (Balochs). The area where these buses were being looted are in control of Mr. Akhtar Mengal and Mr. Israr ullah zahri. One is a Black Soul who operates outside of Government and other one is Black Sheep inside government. So where is the protest or news about such event? Sarmachar do shake the cyber world for communication about the abduction of two Marris by projecting that they were just simple traders? What about those traders in 1800 passengers who were plundered by them. Yes I as baloch do say that those buses were being plundered by theses Sarmachars (Black Souls) to have a surplus income other than paid income from foreign, to damage the business route from Quetta to Karachi, to make Baluchistan’s this important route as no go area.

Beware Travellers of RCD Road form Quetta-Karachi-Quetta!!! Soon they will attempt Target Killing as well to sabotage this route and make it like Quetta-Lahore-Quetta route via Bolan

These types of attacks which are harming Baluchistan’s economy and development are not being protested by the corrupt raisani’s government due to it’s involvement but also will never be protested by Black Souls (Sarmachar’s) as well because; it will work for their master’s (india and other’s) aims so that they can claim that there is no development in Baluchistan, Pakistan has left Balochs alone, etc !! but it is damaging balochs in other parts of Pakistan and within Baluchistan’s other areas. For example couple of weeks ago in Punjab, Balochs from D.G. Khan have been beaten brutally in many parts of Punjab due to atrocities of Black Souls in Baluchistan. In Punjab and now in Sindh too, Balochs are being stereotyped not because of Pakistan but because of the Black Souls (Sarmachar’s) in Balochs.

Anotother news I want to disclouse her but will go in detail in my other upcoming post's specific to the history of each member of Akbar Bugti's Family and himself;

News: Family of Akbar bugti residing inside Pakistan have sold themselves for just 100Billion Rupees and all of them have recived the money by Pakistan? The other traitor known as Bramdagh Bugti had already sold his soul to to Devil known to many as Kali Maa in world (india).

Reko Diq Myth & Silence of Many??

This is a scandal 500 times bigger than Pakistan Steel. What were the top foreign executives doing in Islamabad? Why foreign companies are being given a generous 75% share? The Supreme Court of Pakistan must intervene before the deal is sealed, although the so-called Balochistan chief minister says Pakistan’s interest will be protected.

Background:

Reko Diq is a small town in Chagai District, Baluchistan having the world’s largest Gold and Copper reserves (!!!). Reports emerging from various sources indicate that the US $ 65 Billion natural deposit might have been sold for US $ 21 Billion to Tethyan Copper of Australia which has taken the contract to develop this mine while Barrick Gold Corporation of Canada and Antofagasta of Chile have a joint-ownership of the copper-gold deposit at Reko Diq.

The Reko Diq deposit is being explored by Tethyan Copper Company Pty Ltd (75%) and the (BDA) Balochistan Development Authority (25%). Tethyan Copper Company is held jointly (50:50) by Barrick Gold Corporation and Antofagasta Minerals. Currently the deposit is at scoping / pre feasibility stage. It is a world class copper / gold porphyry style deposit, typical of the tethyan belt. It has been sold to the Zionist controlled regimes by the Pakistani Government under the dictator at a price of $21 billion. Rough estimates suggest that the gold and copper at the surface accounts for $65 billion worth of deposits.


From Dawn: Reko Diq is a giant copper and gold project in Chaghi, containing 12.3 million tons of copper and 20.9 million ounces of gold in inferred and indicated resources. The copper-gold deposits at Reko Diq are believed to be even bigger than Sarcheshmeh in Iran and Escondida in Chile. The Reko Diq copper deposits which is in the neighbourhood of Saindak copper project, is four times larger in copper ore tonnage than Saindak. The most credible international surveys suggest that Reko Diq is one of the biggest undeveloped copper projects in the world with over 11 billion pounds of copper and nine million ounces of gold. So far, three foreign companies have purchased stakes in the strategic copper and gold assets setting off a cycle of ‘change of foreign ownership’ of Reko Diq copper project. Pakistan has only 25 per cent stake in the Reko Diq copper project. The rest of the 75 per cent stakes had first been transferred to BHP Billiton, the Anglo-Australian mining giant and then BHP Billiton under a ‘deed of waiver and consent’ transferred it to the Australian TCC and now TCC has sold its 19.95 per cent stake to Antofagasta Minerals.

Baluchistan is Pakistan’s largest province having 43.5 per cent landmass of the country with only 4 per cent of the country’s overall population. Balochistan remains the most neglected province and 88 per cent of its population lives in subhuman conditions. In terms of literacy, higher education, technological development, healthcare, infrastructure development and industrialization, the province is far behind rest of the country. Nevertheless, Balochistan is endowed with some of the world's richest reserves of natural energy (gas, oil, coal); minerals (gold, copper), having strategic mountainous borders adjoining Iran and Afghanistan on the west and a coast stretching from the Persian Gulf to the Arabian Sea in the south. In 2003, with the allocation of billions of rupees for development and uplift of Balochistan by the federal government, winds of social and political change started blowing. Dozens of mega development projects in Balochistan including Gwadar Port, Coastal Highway, Mirani Dam, Kachhi Canal and Sandak Copper Gold project were initiated. The development of rail, road and sea communication originating from Gwadar in all directions is expected to generate tremendous economic activities in the areas. It will facilitate the movement of goods from China and Central Asian Republics to the countries of the Persian Gulf, Middle East, East Africa, the Indian Ocean and beyond through Gwadar. The projects are aimed at ending the sense of deprivation among the people of Balochistan.

Ever since the Balochistan crisis started, a “foreign hand” is being responsible for the troubles in Balochistan. The tug of war to reach the natural resources of CARs is generally called as “Great Power Game” with Iran, USA, India and Russia as active players promoting their respective national interests. India wants to capture oil and gas reserves from Central Asia and Iran, through Afghanistan and Pakistan. Therefore, it is reasonable to assume that India would attempt to create hurdles and would ensure that the Gwadar deepwater port does not become hub port. Washington's interests in Balochistan have become very pronounced over the period of time. The sole objective of the US was to possess the enormous natural resources of Central Asian Republics as well controlling the transit trade routes. The Baloch see the United States as a potential troublemaker. Some Pakistanis suspect that Washington would like to use Balochistan as a rear base for an attack on Iran and would also like to get China out of the region. To begin US wants to encircle China by not allowing pipeline from Iran through Western China via Pakistan. The United States, in competition with China and Iran, would like to control the oil supply lines from the Middle East and Central Asia and would also like to use its Greater Middle East initiative to dismantle the major Muslim states and redefine borders in the region.


The Roll of Baloch Nationalists and So called Sarmachars:

As far as today we have not seen any target killing, kidnaping of the people of TCC & Raisani network regarding Reqo Dic Exploration team likewise we have seen such violence against people who are working for the development of Baluchistan & Pakistan such as chicness working in Saindeck Project and Gwadar Project. We haven’t seen the BLA-BRP’s pamphlets against TCC and it’s local operatives in Baluchistan, why because they have been paid well to keep their mouth shut and only project their violence where some development efforts are being made for Balochs or Pakistan.


Tethyan Copper Co (TCC):

Tethyan Copper Co (TCC), a joint venture owned by Canada's Barrick Gold and Chilean copper miner Antofagasta along with the Balochistan provincial government, is about to conclude a feasibility study into the site and is expected to apply for a mining license within weeks. Tethyan Copper Company (TCC) and Mincor Resources are engaged in the exploration of copper, gold and other base metals in district Chaghi, Balochistan with an investment of about US$ 152 million. Under the agreement, 75 per cent shares were given to TCC of Australia and 25 per cent to the Balochistan Development Authority (BDA). An annual production of 200 to 500 million pounds of copper is estimated. Reports emerging from various sources indicate that the US $ 65 Billion natural deposit will be sold for US $ 21 Billion to TCC. The TCC states that work on the feasibility study has commenced and the project is expected to be completed in early 2012. It is a world class copper/gold porphyry style deposit. The world copper and gold prices have been doubled from the first estimates for our reserves. Why should we give out 75% of our reserves to get 25% back after investing 25% in the project? The provincial government is seeking to get about 80 per cent of the project share.

Reko Diq, which has been touted as one of the most important mineral discoveries in the last two decades, would produce around 200 000 t/y of copper and 250 000 oz/y of gold, acting CEO of Tethyan Copper Company (TCC) Gerhard von Borries said. TCC owns 75% of the project, with the Balochi government owning the rest. TCC is jointly owned by Canada's Barrick Gold and Chile's Antofagasta Minerals. Von Borries said in reply to emailed questions that the feasibility study into the project was now completed.

“We are currently carrying out a thorough technical revision of it and also of the financial model and assumptions before delivering it to the government of Balochistan,” he said.

The Balochistan government in December announced the cancellation of the Reko Diq agreement with TCC on the grounds that the company violated their agreement and unnecessarily.This was apparently after the government told Barrick and Antofagasta it wanted them to build an on-site copper smelter, which they refused to do. Von Borries puts it like this: “Neither partner is in the business of building or operating smelters. Our concentrates are sold to different smelters throughout the world.

“Our own view is that given the global surplus capacity in smelting/refining, it is not attractive to pursue this kind of investment. We have advised the government that building a smelter as part of our project is not economic, but we expect to cooperate with the government in advancing their plans, if any, to build or operate a smelter.”

Von Borries, who is also Antofagasta capital projects senior vice president, said the Balochi government had not informed TCC of its intentions to go it alone. “We have not had any conversations in this regard.”

What could be an important development in the provincial government granting an extraction licence before the exploration licence lapses in February next year, is if the government agreed to build a copper smelter by itself.TCC said it might have already.

“We have been told by government officials that the government of Balochistan plans to set up a processing facility to process a minor fraction of our production,” said Von Borries. He did not say what percentage of production this would entail. Barrick spokesperson Vince Borg said talks with the Balochi government were ongoing. “TCC is committed to a constructive dialogue and discussions are ongoing. We are confident that we will make progress.”

Antofagasta chairperson Jean-Paul Luksic said at the company's annual general meeting last week: “We remain engaged with the relevant authorities for an expeditious finalisation of a framework investment agreement."

Reko Diq was forecast to cost $3,3-billion, which would be one of the biggest foreign investments in Pakistan to date. Barrick, the world's biggest gold miner, and Antofagasta bought TCC from BHP Billiton in 2002.Since then, copper prices have more than tripled to $ 6 592/t, making the low-grade, but massive resource more attractive.Gold has also gained substantially. The price of the yellow metal has almost tripled from levels around $300/oz in 2000 to the current $1 245/oz.Antofagasta planned to increase total copper production to over 700 000 t/year by 2011, up from last year's 442 500 t.

Delayed the project. In January however, the federal government, indicating a willingness to reinstate an agreement with TCC, conditioned a renegotiation of the mining deal on the formation of a joint venture with a smelting firm, as it preferred to sell processed, rather than raw copper, on the international market.

TCC contends that the authorities' proposal to set up a smelting and refining operation is based on a doubtful perception of benefits, as smelting captures less than 10% of the copper chain value. Some analysts claim that Islamabad has agreed to reinstate the agreement with TCC under pressure from the United States. Washington strongly opposed the provincial government's decision to scrap the Reko Diq deal, which threatened to deprive the country's least developed province of more than $3 billion in investments.

"The problem to a very large extent is not having the basics of understanding in place," Reuters quoted TCC chief executive Peter Jezek as saying. "There is a combination of a lack of information and fear of the unknown. Mining and concentrating actually captures over 90% of the copper chain value, smelting less than 10%. We have pointed out that the economics of smelting and refining are very poor."

TCC, which holds a 75% interest in Reko Diq, has until now been silent on the issue since the Balochistan government, which owns a 25% stake in the project, announced its decision and handed over the project's affairs to the provincial department of mines and mineral development. The department plans to establish a smelting plant in the Reko Diq area for processing 15,000 tonnes of ore.

In January, Islamabad warned that it would bring in new copper firms to perform both mining and smelting works unless the current players make a joint venture with a smelting firm. The federal government has estimated that exports from Reko Diq could be worth $500 billion and regrets the sale of the 75% stake at what it now considers a throwaway price under the government of former president Pervez Musharraf.

"I think we have sold our future," then federal finance minister Shaukat Tarin said, Business Recorder reported on January 20. "Any government, anywhere in the world, can renegotiate such contracts on the basis of national interests, and we will do the same. If we are able to export processed metal, we can fetch up to $500 billion instead of $40 billion under the existing agreement."

The Reko Diq mine is expected to yield 10 billion kilograms of copper and 368 million grams of gold over the 50-60 year lifespan of the project. The people of Balochistan feel dispossessed by this unjust Reko Diq project as the agreement with TCC has not only undermined the rights of the Baloch people, bur also depriving the Balochis worth billions of dollars. Realizing this, the government of Balochistan has cancelled the agreement with TCC Australian company for exploration of copper and gold in the Reko Dik area of Chaghai district. Now, the Balochistan government had handed over affairs of the project to the department of mines and mineral development and acquired the services of eminent nuclear scientist Dr Samar Mubarakmand who would head its board of governors. The proponents of scuttling the project state that the mines will create thousands of high paying jobs and give a massive boost to the local economy. However, this demands revenues generation activity (international funding) to acquire infrastructure associated with the mining industry. Secondly, it also necessitates the provision of local expertise to explore and develop deposits for export. Nevertheless, the termination of the contract with world's leading gold and copper mining firm could mar Pakistan’s image as an investment destination, and the multinational corporations would not invest in a country where deals were cancelled after finalization of the contract. The provincial government wanted TCC to establish refining and processing facilities in Balochistan to ensure export of finished copper and gold for better economic returns, but the TCC was not ready to accept this demand and wanted to export copper concentrate. The federal government has sought a detailed report from Balochistan after some foreign governments raised questions about the provincial government's decision to terminate a multi-billion-dollar agreement with TTC to develop a copper and gold mine at Reko Dik.

The Ugly Raisan & Provincial Government Roll:

“Quietly, and below the media radar, some 20 top corporate bosses and lobbyists of two of the world’s largest gold mining groups have been meeting President Asif Zardari, Prime Minister Gilani, Governor State Bank and others in Islamabad throughout last week, pressing them to quickly hand over one of the world’s biggest gold and copper treasures found in Balochistan at Reko Diq, worth over $260 billion, to their companies, and for peanuts.”

Balochistan's chief minister, Nawab Aslam Raisani, said in December the agreement had been terminated in the interest of the people of the province. Local demands and needs were not taken into account when the initial agreements were signed, he said.

The provincial government has acquired the services of Samar Mubarakmand, a Pakistani nuclear scientist, to head the board of governors overseeing the project, other members being the secretaries of finance, industries and mines and mineral development, the president of the Balochistan Mine Owners' Association, and the project's managing director.

Critics say the provincial department of mines and mineral development has done nothing significant to develop the mining industry in the mineral-rich province. With exploitation of precious minerals and energy resources, including oil, gas, iron, coal, copper and gold, the province could have sufficient funds to finance its development projects and run its affairs without relying on the central government. They now question what the role of the provincial department will be if the project is to be overseen by a nuclear scientist in Islamabad.

The original contract for Reko Diq exploration was signed in 1993 with BHP Minerals, which established a joint venture with the local government, leading to a deed of waiver and consent signed in 2000. TCC, then a subsidiary of Australian Mincor Resources, had an alliance with BHP. Antofagasta and Barrick Gold took over 100% of TCC in 2006, and during the past three years, the project has made more progress than in the previous 13.

Even so, it is still not clear why TCC announced last year that it would invest more than $3 billion in the project when it had only an exploration license for Reko Diq. The former provincial authorities were silent when TCC sold its interests to Antofagasta and Barrick Gold in 2006. Similarly, the present provincial government did not react when the international miners last year announced their investment plan.

The provincial government can still protect the province's interests by negotiating a mining deal with TCC rather than scrapping the relationship outright. The Balochistan Economic Forum recently suggested that a provincial assembly committee along with a sub-committee consisting of local stakeholders and including the investors should be formed to remove all irritants with mutual consent.

Immediate action needed in Balochistan

Balochistan needs immediate and effective attention. Period. Not because it is about to secede or even that any secession movement there can succeed; it can’t. Balochistan needs to be dealt with because the province has got a raw deal all these decades and, unless the healing touch is applied, it will – in some ways already has – become a diabetic case. The cost of governing it is rising and will continue to rise unless measures are taken NOW.!!!

Most important is the human aspect. The Baloch have suffered, at the hands of the federal and provincial governments as well as – and this must not be lost sight of – their own sardars and chieftains. The reprisals have now come to haunt innocent Punjabi families, most of which have lived there for decades. They are being targeted, killed mercilessly and forced to leave.

Many have left, selling their properties at a pittance to Pashtun businessmen. And yet, some have returned because they cannot find place in their own province, Punjab, or in Karachi.

The Aghaz-e Haqooq-e Balochistan Package, announced by the federal government with fanfare last year, lies dormant. The provincial government is criminally neglectful of its remit and its people. Baloch sub-nationalists want the province to go from bad to worse. Reason: the worse it gets for the province the better it gets for their cause. The Taliban and their affiliate sectarian groups continue to operate and kill, mostly, the Shia Hazara community. The Sunni Jandallah, fighting the Shia clerical state of Iran, by many accounts, has linked up with some sectarian religious groups. And, finally, there are the criminal gangs involved in target killings and kidnappings; most, say people in Quetta, are backed by some provincial politicians.

As I wrote elsewhere, “Balochistan doesn’t like Punjabis, Shias and security forces. If one belongs to any of these three categories, one can likely end up dead. Punjabis and security forces are targeted by Baloch terrorist groups, Shias bombed by extremistterrorists. Caught in the conflict are journalists, threatened by all sides, some assassinated, others getting killed on the job.

“Right in Quetta, the capital, areas like Sariab, Huddah, Brohi Road and Eastern and Western Bypasses are ‘no-go’ areas for Punjabis. Much of the city, outside the heavily-guarded cantonment area, is dangerous for security personnel. Since 2009, nearly a thousand people have been killed on all sides and about double the number injured in assassinations, bombings, armed attacks and small-scale security operations.”

In the middle of this chaos, the army is trying to do some development work and also attract the Baloch youth. On Oct 29, I was in Quetta again, second time in less than two months. Baloch recruits were passing out, the highest number so far to be inducted in various arms and services of the Pakistan Army. The army is also identifying young Baloch children, boys and girls, and sending them to top schools across the country. It has placed a battalion to protect work at the Chamalang coal mines and created a system whereby the money is ploughed back into the area for development.

The Baloch sub-nationalists are trying to thwart these efforts because it is in their interest to ensure that nothing positive gets done. The families of children whose education is being funded by the army are threatened; recruits who have joined the army have had to face threats — some kidnapped, others killed, some left. But many stayed and are now in the army. This is the situation where one has to chinwag and use the threat of force simultaneously to make one complement the other.

These positive steps, while important, still fall short of what is required: a political solution which has the full participation of the provincial government. Balochistan's so called = Chief Minister Nawab Aslam Raisani, after the Quetta parade, told the press that the establishment had not mandated him to talk to the sub-nationalists. Really? So, what is he doing being the CM if he requires the nod of the ‘establishment’? Also, why are civilian principals not taking responsibility for what needs to be done?

Baloch terrorist groups will do whatever it takes to make their cause work. But the provincial and federal governments have to ensure that the issue is solved within the federal framework. They have yet to act.

All Baloch shouldn’t be tarred with same brush

A war of words between the National Party and BNP-M on the one side and insurgent groups demanding independence for Balochistan on the other erupted out in the open.


According to the Baloch Hal, an online newspaper, on Sunday, July 19 newspapers in Balochistan carried a statement by the National Party’s central spokesperson suggesting the Balochistan Liberation Front was to blame for the recent killing of an NP leader, Maula Baksh Dashti.

The same day, newspapers in the province also carried a defiant statement by Akhtar Mengal, chief of the BNP-M, rebuffing a call by the Anjuman-i-Ittehad-i-Marri, a group linked to Khair Baksh Marri, leader of the Marri tribe, to reject parliamentary politics in the wake of Habib Jalib’s murder.

The public outbursts were extraordinary: even mapping the groups involved in the violence in Balochistan is fraught with danger.

“Please be very careful. These are merciless people,” a senior Quetta-based journalist who requested anonymity to talk about the radical groups urged. “It’s very difficult for us to work here.”

Reliable information on the insurgent groups is difficult to come by and even harder to corroborate. Nevertheless, the contours of the groups involved in the violence can be established to some extent.

A handful of groups dominate the insurgency, of which the Balochistan Liberation Army is perhaps the most well-known. The BLA appeared in its present incarnation soon after the arrest of Khair Baksh Marri in January 2000. The powerful Marri chief was accused of having a hand in the murder of a Balochistan High Court judge.

Originally a rural phenomenon and limiting its operations to Dera Bugti and Kohlu, the BLA is believed to have expanded its attacks into the cities following the breakdown of a unilateral ceasefire declared in September 2008. An affiliate of the BLA is the Balochistan Liberation United Front, a smaller organisation thought to be ‘more sophisticated’ and considerably more hard-line.

The other high-profile radical group is the Baloch Republican Army, the militant wing of the Balochistan Republican Party, a rechristened arm of Akbar Bugti’s Jamhoori Watan Party. The BRA came into existence after Bugti’s death in August 2006 and is believed to be controlled by his grandson, Brahmdagh. Its area of operations appears to be in relatively remote areas such as Dera Bugti, Jaffrabad and Naseerabad.

A third major group is the Balochistan Liberation Front, another name resurrected from the last insurgency in the 1970s. The present-day version operates mostly in the Makran area and is also linked to Khair Baksh Marri.

Beyond that, drilling down into the specifics invariably throws up a confusing set of claims and counter-claims. Take the killing of Habib Jalib, the BNP-M secretary general.

Senior army officers point a finger at the BLUF, the affiliate of the BLA, for the killing. “BNP-M is in real trouble. Khair Baksh (Marri) has them in his sights,” a high-ranking officer claimed.

However, some among the Baloch have focused on the alleged claim of responsibility made by the Baloch Armed Defence Organisation (Baloch Musalha Defai Tanzeem). It is a relatively new ‘anti-Baloch-nationalist’ group about which little is known, though the Baloch claim it is a front for the intelligence agencies.

That is denied by the army and some moderate Baloch leaders wonder whether the Tanzeem is also sponsored by the radicals. Asma Jahangir, former chairperson of the HRCP, however, is not convinced: “The cleansing of the Baloch intelligentsia can only be the work of the agencies.”

Other things are easier to speculate about, though. Why the alphabet soup of insurgent groups, when the majority are linked to Khair Baksh Marri?

“Perhaps they don’t want to put all their eggs in one basket,” according to Malik Siraj Akbar, editor of the Baloch Hal. “If one group is dismantled, at least the others will still exist.” Akbar also suggested unfamiliarity with the terrain in sprawling Balochistan leads to the recruitment of locals.

Saleem Shahid, Dawn’s Quetta editor, ventured that the reason could be rooted in the tribal system: “Tribal society does not accept outside leadership, so they create their own groups.”

More than the proliferation of radical groups, however, what worries observers is the widening scope of targets.

Attacks on security forces, state installations and government offices are all standard fare in Baloch insurgencies. In addition, killings of ‘settlers’ (groups considered non-Baloch because they trace their ancestry to outside the province, even though in many instances they have been residing in Balochistan for generations) have occurred in the past.

This time, however, it is the breadth and intensity of such killings that is alarming.

The senior journalist in Quetta claimed: “The target killings started in 2003, but they were sectarian in nature. The radical groups started their killing post-Bugti, initially in Quetta. Now, though, it has spread. Noshki, Khuzdar, Mastung, Gwadar, Turbat, Kech, the target killings are happening everywhere.”

According to the Balochistan government’s most recent figures, more than 125 people have been killed and nearly 200 injured in the last 18 months alone in ‘settler’-related violence.

One particular murder in Quetta last April sent shockwaves through conservative Balochistan: the killing of Nazima Talib, a female assistant professor at the University of Balochistan. The targeting of women was previously considered a taboo, but the BLA, which claimed responsibility for the killing, was defiant and claimed the murder was revenge for the alleged killing and harassment of Baloch women by the security forces.

Another worrying trend this year: the killing of fellow Baloch by the insurgent groups. The victims have been accused of spying and working as agents of the Pakistani state. A senior journalist said, “Even Pathans have been killed, and businessmen too. The impact is enormous. There is an exodus of teachers, doctors, businessmen.”

The killings by Baloch radicals are of course not occurring in a vacuum. Entrenched attitudes in the army towards Balochistan and the Baloch may be sustaining the cycle of violence.

“The army thinks of the Baloch as lazy, that they don’t want to work,” according to Zahid Husain, a respected analyst.

“They believe all Baloch are suspect, that they are against Pakistan,” said Senator Hasil Bizenjo. The senator recalled an incident where an entire area was sealed off by security forces in order to pull down a BSO flag hoisted atop a school.

A senior army officer admitted that sometimes the security forces need to show restraint. “They see this (the Baloch flags) as an affront to Pakistan, but I tell them not to react to small provocations.”

In present times, however, what may be impacting most directly on the army’s tough line against the insurgent groups is the foreign connection — the insistently whispered claims that Balochistan has become a stamping ground for foreign intelligence agencies.

India features heavily in such claims. From Brahmdagh Bugti’s ‘Indian passport’ to Baloch insurgents being handed suitcases of cash in Dubai to RAW agents in the Indian consulate in Kandahar, senior army officers are adamant Indian ‘mischief’ is at work. Strikingly, even senior government officials agree that the Indian connection exists.

It goes beyond India, though. “Every agency in the world, from the Americans to the Iranians to the Afghans to the Europeans to the Arabs, has some kind of footprint in the area. For some reason the British have an extraordinary interest in the area,” according to a senior army officer.

Some, though, suggest common sense needs to prevail. “There are 100,000 security men in the province if you count the army, the FC, the police, everything. At most there will be a few thousand among the Baloch population capable of causing trouble. They will never be able to create big mischief. We need to recognise that,” according a high-ranking officer.

Unfortunately, long-time observers of the Pakistan Army believe the officer’s opinion is squarely among the minority in the army.

Brahmdagh is one of the most prominent faces of the ongoing Baloch insurgency sponsored by Delhi. Mr. Bugti is the grandson of Baloch politician Akbar Khan Bugti, a former chief minister and governor of Balochistan, who was killed during a military operation on August 26, 2006.While another of Nawab Bugti’s grandsons, Mir Aali Bugti, has been nominated as the sardar of the Bugti tribe, Brahmdagh has reportedly taken command of separatist Baloch fighters. The Pakistani government has blamed India for supporting the 28-year-old guerrilla commander through Afghanistan, where he is currently rumoured to be in hiding.

Bharat has been making a big hullabaloo about Mumbai, and doesn’t want to talk about the RAW sponsored LTTE attack on the Lankans in Lahore. The Delhi establishment tries to score points about terror in Bharat, but forgets to mention that Delhi armed, trained and supported the Mukti Bahni in East Pakistan, and then tried to rule Bangladesh with the Rakhi Bahni (run by a serving Indian general). Mr. Singh shouts about Pakistan from the rooftops, admits the Delhi involvement in Balauchistan, but then reneges on the admission and doesn’t stop the RAW support to the terrorists in Baluchistan. The BLA was a relic of the cold war. During the USSR-USA war it was supported, financed and armed by the Soviet Union. When the USSR imploded, so did the BLA. With the massive development in Baluchistan happening, Baluchistan had two decades of peace. The arrest of Faiz Baluch and Hyrbyair Marri by British Metropolitan Police Counter-Terrorism Command from north-west and west London on 4 December 2007, on the charges of “commissioning, preparing or instigating acts of terrorism”, clearly shows the seriousness of UK in their fight against terror. Both of them were held on two accounts under Terrorism Act of 2000: firstly, inciting people to commit an act of terrorism, and secondly, possessing “a weapon designed or adapted for the discharge of any noxious liquid, gas or other thing” contrary to the Firearms Act. During the raids on the homes and offices, the police recovered large quantities of documents, DVDs, computer files and a cash of £4,000.

The two London residents are senior commanders of Balochistan Liberation Army (BLA) – an international terrorist group that is banned in Britain by the then home secretary John Reid in July 2006. The BLA has been responsible for attacks on the infrastructure such as gas pipelines, power stations, electric pylons as well as bomb blasts where innocent civilian have been victims. Due to targeted military operation aganist the armed militants in Balochistan, many BLA activists sought political asylums or refuge in the European countries. These political asylum seekers under the garb of “aggrieved party” are sponsoring the foreign-based organizations of Pakistani origin responsible for committing acts of terrorism inside Pakistan.

Hence, they pose an alarming threat to the international peace and stability. Realizing its threat, the British police have apprehended the miscreant element which is a welcome sign. This will provide an impetus to other European countries to check the activities of BLA in their respective countries. It will be pertinent to mention here, that the western societies, being the proponent of human liberties and human rights should be careful in granting political asylums or refuge to those individuals having false account. When they escape to a new country, the credibility of the asylum seekers must be established and police of the concerned country be also consulted. The duo arrested was granted asylum in Britain in 2002, despite of the fact that the account forwarded by these two incumbents was false and exaggerated.

The BLA has claimed responsibility for most of the attacks in reaction to the ongoing developmental activities in the province meant to improve the life-style of the common people. Look at the education, health, and other social indicators in the province. These essential amenities are embarrassingly low compared to other even less developed areas of the country. The Government is trying its level best to bring the area into socio-economic mainstream so that fruits of progress trickle down to the common man. But, few ego-centric sardars with the help of BLA want to disrupt developmental process by attacking vital installations.

he story of resistance in the area is a long one. First, Balochs have grievances against the federal Government which relate to exploitation of natural resources, in particular Sui gas, without adequate compensation. Second, the Baloch people also fear that the mega projects, in particular the Gwadar port city, would invite an influx of population from other provinces reducing the ethnic Baloch to a minority at some stage. Third, building of cantonments in the three most sensitive areas of Balochistan, is perceived as an attempt to control the resources. It is to say, if they have some genuine grievances against the policies of the Government, they should raise it at the forum of national assembly instead of going to streets. It is beyond comprehension that how few feudal sardars without backing of the general masses can make the country ‘hostage’.

The multi-billion dollar deep sea port in the coastal district of Gwadar, being built by the Chinese contractors, has provided myriads of opportunities to the Baloch people. The political analysts say that such paradoxical interpretations of the phenomenon by the “vested group” would only impede any solution to the Balochistan problem. The solution to the people’s issues lies in the distribution of the dividends of development equitably. The attacks on important national installations orchestrated by “miscreants,” has only alienated people and created new problems that only affected the poor people, further squeezing their opportunities for sustainable livelihoods.

The international terrorism, no matter when, by whom, where, and in what form, is a grave threat to the world peace and security. It has shown that the world is not peaceful, so it is extremely necessary to strengthen international cooperation. Every country should take same position on condemning and fighting terrorism resolutely. Any person who carries out acts of terrorism should be punished and terrorist activities should be cracked down. All the foreign-based organizations consisting of nationals of Baloch origins, supporting/funding the asylum seeker miscreants should be taken to the task by the counter-terrorism authorities of the respective country.

All the Balochi websites operating in western countries responsible of fanning anti-Pakistan sentiments, are tantamount to inciting people to commit acts of terrorism, should also be precluded.

The BLA is the creation of Indian intelligence agencies, which are trying to create instability in the areas bordering Iran and Afghanistan. In the larger interest, the effective counter-terrorism requires Indian support and cooperation with Pakistan authorities to help create an environment of peace and tranquillity.
